Keilty did represent a development group in 2009 in securing special permits from the council, which addressed several concerns with the site, particularly over traffic. At the time, CVS was looking at building a free-standing, 11,000-square-foot pharmacy with a drive-through.

The council had also rezoned an adjoining acre of land from a residential district to business highway. Omni Development purchased the land at 530 Lowell St. from the Jewish cemetery next-door and then later sold the plot for $875,000 to SSSD, LLC, which is based out of Salem.
