City Council OKs Consolidation, Budrow as HR Director

City councilors approved changes to city ordinances Thursday night that allow for a joint human resources director between the city and schools and likewise unanimously approved the new director the mayor has hired.

It’s official: human resources functions between the city and schools in Peabody will now be consolidated under the supervision of one director. The City Council made some changes to city ordinances to allow for the consolidated position and a larger salary ($97,000), along with some specific job qualifications going forward. "This was only going to be presented to you as a joint position if we had the right candidate," Mayor Ted Bettencourt told councilors Thursday night, and he strongly believes Karen Budrow is the right person for the job, which is why he hired her. I am all for consolidation IF it results in efficiency. I have witnessed MANY incompetent HR departments in my life...and hope we are not being penny-wise and pound foolish. If this woman is not up to date on current the education licensing process and practice our city could be subject to lawsuits (not hiring a qualified teacher, etc). from both residents and school employees (seniority, tenure …   more ›

School Board Supports Consolidation of HR Office With City

The Peabody School Committee voted unanimously Tuesday night to support Mayor Ted Bettencourt's plan to combine city and school human resources offices.

One vote down, two more to go. Mayor Ted Bettencourt faced somewhat of an uphill battle Tuesday night in securing a unanimous vote from the School Committee to support his plan to consolidate city and school Human Resource departments. Next, he needs two votes from the City Council on Thursday to sign off on the person he's hired for the job and to increase the salary. Earlier this month, Bettencourt announced he was hiring Karen Budrow, who was the Director of Human Resources and Administration in Chelsea, as the new HR Director for Peabody. Bettencourt anticipates saving $70,000-$75,000 on salary and benefits by having only one director, whose salary would be increased from $83,000 to $97,000. The city and school sides of the budget …

How does this improve MCAS scores? How does this improve the School System? Why I favor consolidation of over-lapping responsibilities on a theoretical level, I believe our school system is in crisis (have you seen the MCAS scores?) and question why this is a priority at this time. Bettencourt Hires New City Human Resources Director

The mayor's office said Karen Budrow brings many years of experience in municipal administration to the job.

Mayor Ted Bettencourt's office announced Monday that Karen Budrow will be the city's Director of Human Resources. Budrow fills the post formerly held by Heidi Henson, who left in August after 10 years with the city. Budrow has spent 12 years as the Director of Human Resources and Administration in Chelsea, and prior to that served in similar roles in Methuen, Everett and Gloucester, where she lives. “The city of Peabody will benefit greatly from Karen’s vast experience in municipal human resources,” Bettencourt said in a statement. “Karen comes to us with a stellar reputation as a skilled and capable professional.” “I am particularly impressed by her eagerness to take on some of the new challenges which this position in Peabody will entail…

This makes total sense and it's about time. There's so much waste in government that could be re-directed to public safety and schools. I'm so glad to see this mayor taking the reins on this. Mayor to Hire New HR Director But Consolidate City, School Offices in Future

Bettencourt says he will pursue consolidating some operations between the city and schools, such as the human resource departments.

Mayor Ted Bettencourt is looking for a new human resources director for the city while also having an eye to consolidating the personnel offices at City Hall and the School Department. Heidi Henson, who spent 10 years on the job and was first appointed by former Mayor Michael Bonfanti, resigned earlier in August. Bettencourt said the decision to leave was a mutual one between himself and Henson. The job was then publicly advertised and 20 applicants turned in their resumes, Bettencourt said. In the interim, Bettencourt's chief of staff Chris Ryder, Finance Director Patricia Schaffer and Dr. Herb Levine, who is now on board as a paid city consultant, are sharing Henson’s responsibilities in managing the Human Resources Department. …

@saber I feel the same. I am waiting to see how much my property taxes go up before completely disavowing this mayor. Maybe it's a newbie thing. I am hoping it is, because we really need a competent mayor this time around.   more ›
