Council to Discuss Possibilities with Lowell Street Billboard

The Peabody City Council will be discussing what they can do about changing the 90-foot tall billboard that was constructed after the courts allowed Total Outdoor Corp. to build it, despite the council's denial, according to an article in the Salem News. 

The council will be hearing from city solicitor Michael Smerczynski Thursday about what legal grounds the council has to alter the billboard or even have it removed permanently. 

“I think it is not going to go the way people think. ... We’ll wait and see what Mike Smerczynski tells us we legally have the right to do,” said City Councilor Dave Gamache. 

However, the courts say that the city must make a decision on the billboard by Sept. 3. The billboard was constructed a year ago after the company appealed the council's denial and won. The judge that allowed it, however, recently repealed his own decision when he saw that the billboard is not where the company representatives said it would be.
