A federal judge has thrown out a lawsuit claiming the city of Peabody — and its police department — intentionally violated the civil rights of a man who died while in custody several years ago.

John Lucia, 40, was found dead in an overnight holding cell at the Peabody Police Department on April 27, 2008.
